- 林奕成自2020年11月代理高雄市立圖書館館長，其下有1所總館60所分館，以行政法人績效管理專業，督辦、帶領城市閱讀的推動與深耕。
如培育繪本人才與產業扶植的「好繪芽人才扶植計畫」、串聯社會各界資源的「高雄圖書通閱車隊」、打造城市閱讀品牌的「高雄城市書展」等創新、優質服務，並屢獲中央獎項的肯定。

- Since November 2020, Yi-Cheng Lin has been serving as the acting director of Kaohsiung Public Library(KPL), which includes one main library and 60 branches. With the expertise in management of Incorporated Administrative Agency, Yi-Cheng Lin is dedicated to raising public reading intention and creative energy throughout the city and solidifying local cultural foundation.
Yi-Cheng Lin initiated "KPL Picture Books Sprouting Courses and Awards" to support the picture book industry and authors, the "KPL Mobile Libraries" to connect various social resources, and established "Kaohsiung Reading Festival" as a major reading event. These innovative, high-quality services have been recognized with national awards:

● 結合文創商業機制，引進會展文創會館，未來與總館形成共構，讓營運權利金成為圖書館基金，以求公共建設的自償性，與未來經費的穩定性。

This facility is designed to satisfy the reading needs of various ages and demographics, balancing traditional and digital mediums, exploration, recreation, and lifelong learning.
- ● Integrate cultural and creative business mechanisms, introducing a convention and creative pavilion that will be jointly structured with the main library in the future. This allows operating royalties to become part of the library fund, aiming for self-financing of public construction and future financial stability.
- ● Adopt a broad management philosophy that promotes the integration of diverse cultures, pushing library services towards internationalization. This approach aims to pioneer a new phase in library management by connecting with the global community.
